Sustainability is key

We judge WASH interventions to be sustainable if they meet both of the following two criteria:

1) the adoption of an integrated and holistic strategy that explicitly integrates water, sanitation and hygiene;

2) all five aspects of the FIETS sustainability strategy principles are successfully addressed: Financial, Institutional, Environmental, Technological, Social.

Case study context

Wastewater management is critical for the sustainable management of water resources. Traditionally Nepal’s wastewater treatment has focused on urban and peri-urban areas. Large scale and centralized systems were developed in the Kathmandu Valley but these are currently not functional or operating as originally designed.

In this case study we will show how Simavi explored the functionality of the wastewater treatment plants in Kathmandu Valley in order to:

1) better understand the existing scenario;

2) design frameworks so we can sustainably manage and operate them in the future.

Methodology

We investigated existing Decentralized Wastewater Treatment Systems (DEWATS) within the outskirts of the Kathmandu Valley to determine their condition, functionality and execution. 21 Wastewater Treatment Plants (WWTPs) were visited in total.

The first phase of the study was conducted in December (during the Nepalese winter) when the existing DEWATS in the Kathmandu Valley were explored. We prioritized the operational conditions of the treatment plants in order to make a category based on it.

The second phase of the study was conducted in April (during the Nepalese summer) in order to make a comparative analysis of the variation in functionality, flow pattern and site conditions as observed in the first phase.

Results

Social aspects:

  • Lack of awareness
  • Willingness or ability to invest in a long-term wastewater management solution
  • Challenges of wastewater tariff collection

Management and sustainability:

  • User Fees was not a priority in the setting up of the systems
  • Resource Recovery & Reuse
  • Improved and diverse plantation
  • Periodic monitoring by stakeholders
  • Improved public awareness
  • Empowered system manager/caretaker/user committee
  • On-going Operation Engagement from Project Initiators

Recommendations

DEWATS have provided wastewater management for many households and reduced a significant amount of the outgoing wastewater. However, there are still concerns about the long-term sustainability and management of these systems.

The major limitations of the DEWATS are weak management and ownership. Therefore part of this study was to provide possible models that can make DEWATS viable in Nepal.

Recommendations:

  • Management-ownership approach
  • Multi-system private sector approach

A healthy life for all

Simavi is an international non-profit organisation working towards a world in which basic health is accessible to all. We aim to ensure that disadvantaged people in low and middle-income countries practice healthy behaviours based on their own free and informed decisions.

Everything we do is rooted in the three pillars of our Theory of Change, which we work on simultaneously.

First, we strengthen knowledge so that individuals can make informed decisions about their health and bodies.

Second, we create a supportive environment in which the needs and rights of individuals are respected and upheld by relevant stakeholders.

Third, we help individuals to gain access to good quality sustainable services they need to improve and maintain their health.
